Richard Yockman founded Edgewater Federal Solutions, Inc. in 2002. As Chairman of Edgewater Federal Solutions’ Board of Directors, he guides overall strategic planning activities. His deep commitment to Edgewater’s employees and the high standard of service provided is reflected in the company’s motto, “Our People… Your Edge.”
Chief Executive Officer
Dave Yockman is Chief Executive Officer of Edgewater Federal Solutions. Under his leadership, the company has expanded business to over 25 different Federal government organizations and increased annual revenue over $60M. Mr. Yockman has been instrumental in instituting industry best practices and processes for Edgewater and its customers including ISO 9001, 27001, and 20000-1 certifications, and CMMI Level 3 DEV/SVC appraisals. Prior to joining Edgewater, he was a federal project engineer responsible several technically complex $100 million engineering projects for the Department of Energy. Mr. Yockman holds a Bachelor of Science in chemical engineering from Virginia Tech and Master of Science in environmental engineering from the University of Maryland.
Chief Administrative Officer
Lorelie Yockman is the Chief Administrative Officer of Edgewater Federal Solutions. She has worked in federal and state government environments for over 20 years, managing multiple government contracts while developing Edgewater’s back-office infrastructure. She strives to foster a culture grounded in collaboration, excellence, individual growth and respect for the contributions of every team member.
Chief Technology Officer
Matt Yockman is the Chief Technology Officer at Edgewater Federal Solutions. Before joining Edgewater in 2005, Matt worked at DIGEX, Inc., an early provider of Internet services credited with creating the “managed hosting” business. At Edgewater, he consults with Edgewater’s employees and clients to evaluate and test new technologies, aligning them with goals to bring innovation into the company’s strategic decision-making process.
Chief Operating Officer
Shaun Poulton is the Chief Operating Officer of Edgewater Federal Solutions. Previously, Shaun has built and led IT services organizations in delivering enterprise business and technology solutions to global organizations like Black & Decker, Johns Hopkins University, Merck, and more. Shaun also holds patents for his work on cloud-based and mission-critical software products. At Edgewater, Shaun leads the company’s Client Services, Contract Delivery, Talent Acquisition and Marketing activities.
Chief Operating Officer / General Manager
Technology executive and general manager with strong focus on operations, process and all aspects of P&L including IT solutions architecture, development, service delivery, sales, professional services, service quality and corporate strategy with a history of delivering innovative solutions to meet the needs of my customers. Over 20 years of success in technology and business built on a foundation of transformational performance, measureable results, revenue growth and bottom line profitability. A change agent; a technologist and a strategic thinker who knows how to successfully execute to achieve desired business outcomes.
Senior Vice President, Business Development
Mark is an experienced Executive with over 40 years of professional experience. Prior to joining Edgewater Federal Solutions, He served as the Senior Vice President for KeyLogic Associates. He was responsible for business development and operations. He was an Executive with Teledyne Brown Engineering, Teledyne Energy Systems and Teledyne Turbine Engines in various capacities ranging from Profit and Loss responsibilities to strategic planning, business development and acquisitions for 18 years. In this capacity, Mark was responsible for multiple business units with annual revenue of over $100M. He has experience across the Federal Government Marketplace including DOE, DOD, NASA, EPA etc.
Vice President, Client Services
Warren Huffer joined Edgewater Federal Solutions in 2011 and, a year later, took over the role of Client Services Director. Prior to joining the company, Warren had 40 years of service with the federal government that included six years as a member of the federal government’s Senior Executive Service as the Department of Energy Chief Financial Officer’s Director of Corporate Systems.
Vice President, Business Development
Charlie Smith is an experienced IT Professional with more than 25 years of leadership experience supporting the federal government. Charlie is responsible for forging new partnerships and identifying opportunities that will enhance Edgewater’s portfolio. Charlie leverages his vast experience from both commercial and government sectors to guide Edgewater’s Business Development activities through the pursuit of effective partnerships and future growth opportunities.
Vice President, Proposals
Mike Hall, Vice President (Proposals), joined Edgewater Federal Solutions in 2020 with a focus on extending the company’s existing proposal support efforts. In this role, he specializes in cradle-to-grave proposal management to include the production of tailored proposal management plans, strategies to secure opportunities, and tactical planning activities focused on compliance and competitive posture. Mike has a B.S. from Bloomsburg University, M.B.A. from the University of Albany, and is a Certified Enterprise Architect from the FEAC Institute. Outside of Edgewater, Mike enjoys teaching; having served as a part-time instructor at Syracuse University and Carnegie Mellon University where he taught Masters-level Enterprise Architecture, Financial Management, and Federal Government courses.
Vice President, Finance
Brian Carr has 20 years of experience in Government Contracting leading finance, pricing, and capture organizations. In his role as VP of Finance, he is responsible for financial planning and analysis (FP&A); budgeting and forecasting; corporate reporting; and the development of pricing strategies. Prior to Edgewater, he led FP&A for the $250M National Security Sector at GovCIO and Pricing at Cognosante where new business wins more than doubled the company’s revenue. Brian has a bachelor’s degree in finance from James Madison University and a certificate in accounting from the University of Virginia.
Lusine Veloso is an accounting professional and Edgewater Federal Solutions’ Controller. Prior to joining the company in 2017, she served as a public accountant for nonprofit organizations. Lusine earned a bachelor’s degree in accounting and a master’s degree in accounting and finance and is currently pursuing her CPA license.
Dave Kalman is Edgewater Federal Solutions’ Contracts Director. Prior to joining the company, he maintained contractual oversight of contractors supporting and restoring national landmarks (including the Arlington National Cemetery) while on active duty with the U.S. Army. He maintains the company’s General Services Administration (GSA) Federal Supply Schedules and oversees contractual documentation for all open and closed contracts in the company to ensure compliance.
Human Resources Director
Angie Wagner is Edgewater Federal Solutions’ Human Resources Director. Prior to joining the company in 2009, Angie worked in all areas of human resources for government contractors. She enjoys making employees feel welcome at Edgewater by assisting them with any questions they may have.
Executive Technology Advisor
Hank Jackson, Executive Technology Advisor, joined Edgewater Federal Solutions in 2021 with a focus on technology advising to executive leadership and board members for overall performance (management, technical, and financial) of assigned contracts, programs, and practice areas. In this role, he provides leadership and management support for technology solutions, projects, processes, and strategic vendor relationships. Hank has a passion for technology, innovation, and efficiency. He brings over 25 years of technical and management expertise to Edgewater. Hank has a B.S. in Computer Science from the United States Military Academy at West Point.
Client Services Director
BeeJay Cooper joined Edgewater Federal Solutions in 2017 as a Program Manager of the Department of Energy, Energy Information Administration Systems contract and has since become the Director of Client Services. BeeJay has over 20 years of experience in technical project/program management and is a Project Management Professional (PMP) as well as a Certified Scrum Master (CSM).
Corporate Operations Director
Cherie Wigfield is Edgewater Federal Solutions’ Corporate Operations Director. Cherie brings to Edgewater over 30 years of government and contracting experience in strategic planning, quality assurance, contract administration and management, and business operations. She believes in giving 110 percent and striving to learn something new every day.
Talent Acquisition Director
As our Director of Talent Acquisition, Steve specializes in identifying top candidates for Edgewater Federal Solutions. He performs hands on management of candidate sourcing, interviewing, negotiations, offers and employee retention. Steve constantly strives to create lasting relationships with professionals for their future career development.
Quality Assurance Director
Elias Agritellis has over 20 years of experience in process engineering and improvement methodologies developed as a software engineer and consultant for best practices. Since 2010, Elias has helped nearly 70 organizations to implement and certify to ISO, CMMI, NIST, and CMMC models while ensuring client ownership and a culture of process improvement and compliance. In 2021, Elias took on the role of Edgewater’s QA Coordinator. As an ASQ® Certified Six Sigma Green Belt, ASQ® Certified Quality Auditor, and a CMMI® v2 Associate his responsibilities include coordination and oversight of the ISO and CMMI-compliant Enterprise Management System as well as organizational process improvement efforts.
