The Challenge:

As part of a cost-saving effort, the Department of Energy (DOE) decided to close all onsite data centers and transfer that information to the cloud. Edgewater was tasked with migrating the onsite data center servers located in Germantown, Maryland to the Microsoft Azure cloud environment. A critical step was to review various Chief Financial Officer (CFO) missioncritical applications, including Employee Self Service (ESS), DOEInfo, CHRIS Portal Website, MIS/Identity Management, GoTravel, DOE Payroll Processing System (DPP) and Foreign Travel Management System (FTMS) to determine how this massive migration can be accomplished with minimal impact to DOE users. This challenge was daunting, as these systems impact over 14,000 DOE employees and contractors, as well as the supporting databases and interface partners. 

The Solution:

Weekly planning meetings began in October 2021 to set up and support the project plan, and provide progress updates to the DOE Federal Task Lead. Through careful detail-oriented planning and scheduling with system owners and contractor technical leads, Edgewater was able to create and implement an all-encompassing migration plan for the DOE CFO. 

After months of research and preparation, the Edgewater Team began migration on Friday, February 4, 2022. The team encountered a significant issue as a corrupted file was received from DCPS (DOE’s payroll provider), which delayed our migration effort for many hours on Saturday, February 5. After careful analysis, the team uncovered the bad data. They worked with the DOE cloud migration team to restore the cloud server and associated database so that the payroll processes could be rerun. Even with this delay, Edgewater successfully completed the migration by noon on Sunday, February 6 — ahead of the scheduled 6:00 p.m. deadline. 

The Outcome:

Following the migration, there have been limited post-migration connectivity issues between interface partners that elected not to perform testing as part of the migration effort. 

The successful cloud migration of these CFO systems resulted in significant cost savings to CFO over time and provided the ability to have systems replicated in the cloud. This significant accomplishment was formally recognized by the Director of Corporate Business Systems (CF-40).
